FCCC launches study into Fiji’s electricity generation market

Listen to this article:

The Fijian Competition and Consumer Commission (FCCC) has launched a market study into independent power producers (IPPs) in Fiji, focusing on competition, electricity purchasing arrangements and barriers to investment.

The study will examine the structure of Fiji’s electricity generation market, particularly the role of independent power producers and other electricity generators.

According to a public notice, the FCCC is undertaking the study under the Fijian Competition and Consumer Commission Act 2010 to assess competitive conditions in the electricity generation market.

A key focus will be the market for the purchase of electricity generated by independent power producers and supplied to the national grid.

The Commission will also investigate electricity purchasing arrangements, including pricing, contractual terms, bargaining positions and their potential impact on the commercial viability of electricity generators.

Other areas under examination include access to financing, regulatory requirements, land resources, grid connections and infrastructure that could affect the establishment or expansion of independent power producers.

The study will also explore opportunities for Fiji to attract additional investment in electricity generation, including renewable energy sources such as solar, wind, hydro and biomass.

The FCCC is seeking feedback on whether alternative arrangements exist for selling electricity and whether legal, regulatory, commercial or infrastructure constraints limit those options.

It is inviting written submissions from existing and prospective electricity generators, renewable energy developers, industry associations, government agencies, businesses and electricity consumers.

The Commission said the consultation would support an inclusive, transparent and evidence-based assessment of the market.

Submissions should include relevant information, practical examples and supporting evidence wherever possible.

Parties providing commercially sensitive information have been asked to identify the material and explain why confidential treatment is necessary.

Written submissions should be addressed to the FCCC’s Chief Executive Officer and emailed to competition@fccc.gov.fj.

The deadline for submissions is 4pm on Saturday, November 21, 2026.
