People caught littering in Fiji will face a significantly higher penalty from September 1, with the fixed fine increasing five-fold from $40 to $200.
Cabinet has endorsed the Litter Offence (Fixed Penalty Notice) (Amendment) Regulations 2026, strengthening the country’s enforcement framework for litter offences.
The new $200 penalty will take effect from September 1, 2026.
The amended regulations are intended to address enforcement gaps, outdated penalties and procedural weaknesses under the existing system.
Government says the changes will establish a more consistent nationwide approach for Litter Prevention Officers, municipal councils and other authorised enforcement officers dealing with litter offences.
The strengthened framework will also include training for enforcement officers and improved administrative arrangements aimed at making enforcement more effective.
Digital payment mechanisms will be introduced for Fixed Penalty Notices, while increased public awareness will form part of preparations for the new regime.
The Ministry of Environment and Climate Change and relevant enforcement agencies will undertake preparatory work ahead of the September implementation.
The increase means the fixed penalty for littering will rise by $160, from $40 to $200, as authorities move to strengthen deterrence and enforcement against littering across the country.
