Attorney-General Aiyaz Sayed-Khaiyum told Parliament that Opposition MP Adi Litia Qionibaravi had misled Parliament after she made her contribution to Bill No.17.

Adi Litia said consent now could be refused if all lease conditions were met and the Board was prevented from examining the transaction whether the incoming lessee or sub-lessee.

She said the requirement for the Board to consent to all mortgages of leases was removed.

Mr Sayed-Khaiyum said Adi Litia was wilfully and negligently and deliberately misleading Parliament.

“The Honourable Member is misleading Parliament when the law specifically states, for any sale, transfer, subleasing, subletting, the consent of TLTB is necessary,” Mr Sayed-Khaiyum said.

“That has not been removed. Any rezoning has to have the TLTB approval. None of that has been removed.

“This is only to do with mortgages, it is to do with utility connections and caveats. It has got nothing to do with subletting, subleasing, transfer and sale. She is misleading Parliament.”

Adi Litia said Section 12 of the proposed amendment stated that consent of the Board was not required for any mortgage, charge et cetera and after that subsection, inserting the new subsection for the purpose of this section, any such consent shall only be refused when there is a breach of a lease condition where such applications to deal with the land is not in accordance with any law.

“That is my reading, Mr Speaker, Sir. The Attorney-General has part of his views.”

Meanwhile, the Bill was passed in Parliament last Friday.
