THE National ID Card Bill will soon be tabled in Parliament as Government moves ahead with plans to establish a secure and inclusive national identification system for all Fijian citizens.

Minister for Policing and Communications Ioane Naivalurua made the announcement while contributing to the 2026-2027 National Budget debate in Parliament yesterday, saying digital reforms remained central to improving access to government services.

“The National ID Program, an initiative that will establish the strategic framework for developing and operating a secure, inclusive, and interoperable national identification system for all Fijian citizens, is progressing well,” Mr Naivalurua said.

He said consultations on the program had been completed, paving the way for the legislation to be presented to Parliament.

Mr Naivalurua said Government would also continue work on developing a national artificial intelligence framework and national cloud policy to strengthen data management and ensure responsible use of emerging technologies.

“These initiatives will help ensure that innovation is embraced responsibly, securely, and in ways that benefit our people.”

The minister said legislative reforms were essential to support Fiji’s digital transformation agenda.

He said the communications portfolio had completed two rounds of consultations on the review of the Telecommunications Act 2008, with work on finalising the review expected to begin soon.

Mr Naivalurua added that the continued rollout of the Universal Service Scheme was helping bridge the digital divide by enabling more people to access education, business opportunities and government services regardless of their location.
