The Land Transport Authority (LTA) will introduce a tougher two-stage provisional driver licensing system from September 30 in a bid to curb road deaths and improve the behaviour of inexperienced drivers.
Under the new framework, provisional drivers will progress through Provisional One (P1) and Provisional Two (P2) stages before becoming eligible for a full licence, replacing the current single-stage provisional licence system.
LTA chief executive officer Irimaia Rokosawa said the changes were prompted by concerns over the involvement of provisional licence holders in serious and fatal crashes.
“Fiji recorded 66 road fatalities in 2024 and 83 fatalities in 2025, with provisional licence holders among the drivers involved in a number of these fatal crashes,” Mr Rokosawa said.
He said 16 per cent of fatal crash incidents in 2024 involved provisional licence holders, while 8 per cent of fatal crashes recorded in 2025 involved drivers holding provisional licences.
“The legislative changes are aimed at strengthening the graduated licensing system, improving driver behaviour, and reducing the risk of serious crashes among new and inexperienced drivers.”
The reforms follow amendments to the Land Transport Act and Regulations and are designed to modernise Fiji’s transport framework while enhancing road safety. Mr Rokosawa said there were currently 24,543 provisional licence holders across Class 1, Class 2 and Class 8 categories.
