The Reserve Bank of Fiji (RBF) has launched the Fiji Financial Services Demand Side Survey (DSS) 2025 Report that provides the country’s most comprehensive assessment of how Fijians access, use and benefit from financial services.

The survey was conducted by Tebbutt Research, with funding support from the Asian Development Bank (ADB), which interviewed 1114 households nationwide between September and November last year.

The survey measured Fiji’s progress under the National Financial Inclusion Strategy (NFIS) 2022–2030 and is expected to guide future policies aimed at strengthening financial resilience and expanding access to financial services.

The report revealed that formal financial inclusion reached a record of 87 per cent, up from 81 per cent in 2020 and 64 per cent in 2014.

It highlighted strong growth in digital financial services with mobile money adoption increasing significantly over the past five years.

The report also identified areas requiring further attention, including household financial resilience, access to formal credit, insurance uptake and financing for micro, small and medium enterprises.

RBF Governor Ariff Ali said the findings demonstrated the country’s progress in expanding access to financial services and the need to ensure financial inclusion translates into improved financial wellbeing.

“The DSS 2025 results demonstrate the strong progress Fiji has made in expanding access to financial services, particularly through digital innovation,” Mr Ali said.

“However, the findings also remind us that financial inclusion must translate into improved financial resilience and wellbeing for individuals, households and businesses.”

He said the challenge ahead was to ensure that every Fijian could not only access financial services but also use it to build a more secure financial future.

The ADB commended the RBF for its leadership in advancing financial inclusion and said the survey would provide valuable evidence to inform future policy decisions and programs tailored to Fiji’s diverse financial needs.
