RFMF seeks consultancy to lead comprehensive job evaluation exercise

The Republic of Fiji Military Forces (RFMF) has called for bids to conduct a wide-ranging Job Evaluation Exercise (JEE) as part of its ongoing organisational transformation program.

The initiative is a key component of the RFMF’s Beyond 2022 strategic direction, which focuses on strengthening institutional capacity, modernising workforce systems, and enhancing readiness across territorial defence, peacekeeping, humanitarian assistance and disaster response (HADR), and wider national security operations.

According to the tender documents, the RFMF is modernising its human resource governance to ensure its structures and personnel frameworks remain fit-for-purpose. Many of the institution’s existing job descriptions and role classifications have evolved organically over time, reflecting changing operational demands and emerging capability needs.

The planned Job Evaluation Exercise will provide a full review and analysis of all established civilian and military positions within the organisation. The goal is to develop a fair, modern and evidence-based remuneration framework aligned with international standards, the Fiji Public Service job evaluation guidelines, and the specialised operational context of a military environment.

Through the tender, the RFMF aims to engage a qualified consultancy or service provider with proven expertise in organisational design, job evaluation methodologies, and large-scale workforce assessments.

The selected contractor will be tasked with delivering detailed recommendations, supporting the RFMF in establishing a sustainable job evaluation system, and helping guide implementation throughout the modernisation process.
