PM Rabuka to chair proposed special committee on Constitution Bill

Prime Minister Sitiveni Rabuka is set to move a motion in Parliament today for the establishment of an 11-member Special Committee to scrutinise the Constitution (Amendment) Bill 2026 and receive submissions from the public.

The motion is listed on today’s Order Paper under Schedule 3 – Motions for Debate.

Under the proposed composition, Rabuka would chair the committee, with Deputy Prime Minister Viliame Gavoka serving as deputy chairperson.

Other named members are Deputy Prime Minister Professor Biman Prasad, Siromi Turaga, Filimoni Vosarogo, Lynda Tabuya, Mosese Bulitavu and Leader of the Opposition Inia Seruiratu.

The committee would comprise 11 MPs, including four Opposition members. Apart from Seruiratu, the remaining three Opposition representatives would be nominated by the Opposition Leader.

The committee would be tasked with examining the Constitution (Amendment) Bill 2026, receiving submissions from members of the public and interested stakeholders, and considering any other matters relating to the Bill referred to it by Parliament.

Under the motion, the Special Committee would have to report back to Parliament with its findings and recommendations 30 days after the Bill’s second reading.

Fiji Parliament says Special Committees can be established to examine particular issues of national concern and are given a specific mandate.

The proposed committee represents a key stage in scrutiny of the Bill, with its public-submission process providing an opportunity for individuals and organisations to put their views on the proposed constitutional changes directly before MPs.
