Prime Minister Sitiveni Rabuka will miss the 2026 Commonwealth Heads of Government Meeting (CHOGM) in Antigua and Barbuda, with former Foreign Affairs Minister Ratu Inoke Kubuabola leading Fiji’s delegation as the Prime Minister’s Special Envoy.
Ratu Inoke is heading the Fijian delegation at the November 1–4 meeting, which brings together Commonwealth leaders to discuss shared political, economic and development challenges.
Fiji has already participated in the Commonwealth Ministerial Meeting on Small States, where Ratu Inoke delivered the country’s national statement.
He called for practical solutions to improve access to affordable development and climate financing for vulnerable small states.
He highlighted that nearly 40 per cent of Small Island Developing States were either experiencing debt distress or at high risk of debt distress, while 44 per cent of adaptation financing continued to be provided through loans.
Ratu Inoke also highlighted Fiji’s record in innovative financing, including the issuance of the world’s first sovereign green bond by a developing country and the Pacific’s first sovereign blue bond.
He reaffirmed Fiji’s commitment of US$10 million to the Pacific Resilience Facility, a Pacific-led financing mechanism that provides grants directly to communities without increasing national debt burdens.
He called on Commonwealth member countries to provide greater support for the facility.
Ratu Inoke is accompanied by Fiji’s High Commissioner to the United Kingdom and Northern Ireland, Jovilisi Suveinakama, Acting Director Multilateral Bureau at the Ministry of Foreign Affairs and External Trade Vueti May, and Second Secretary at the Fiji High Commission in London Maciu Ratu.
