Manufacturer and supplier of cement in Fiji and the region – Pacific Cement Pte Ltd (PCL) has appointed Moses Hicks as its head of Operations.
The strategic appointment is a key milestone in PCL’s Factory Transformation Agenda, reinforcing the company’s commitment to operational excellence, accountability and growth.
According to PCL, Mr Hicks brings more than 20 years of manufacturing and operational leadership experience across Fiji’s leading industrial organisations.
His career has also included senior roles at FIJI Water (Natural Waters of Viti Ltd), contributing across production, engineering and operational excellence.
Most recently, Mr Hicks served as Group general manager – Manufacturing at CJ Patel Group, leading multi-site operations, strategic planning, and high-performing teams to consistently achieve strong business results.
In his new role, Mr Hicks will lead end-to-end factory operations, including:
– milling operations through to bagging and dispatch – ensuring seamless delivery from raw material processing to final product distribution;
– engineering maintenance and workshop – strengthening reliability, optimisation, and proactive asset management; and
– laboratory and compliance – upholding quality standards, including oversight of its IANZ-certified laboratory.
The company said the appointment positioned PCL to accelerate its transformation journey and strengthen a culture of excellence across our operations.
Mr Hicks said he was honoured to join Pacific Cement at such an exciting time in the company’s transformation journey.
He said Pacific Cement played a critical role in Fiji’s infrastructure and development, and he looked forward to working alongside their dedicated employees to build on the company’s proud legacy while strengthening their operations for the future.

Mr Hicks will report directly to the chief executive officer.
He officially assumed the role on May 18 early this year.
