The Ministry of Finance is prioritising the development of a comprehensive implementation plan for the National Development Plan (NDP).
Deputy Prime Minister and Minister of Finance, Professor Biman Prasad, articulated this commitment in a recent ministerial statement to Parliament while emphasising the need for a clear resource allocation plan.
In his address, Prof Prasad highlighted Government’s obligation to prudent and effective planning, especially in the context of limited resources.
“There is a need to ensure that this plan is based on availability of resources, aligning resources with revenue forecasts to maintain financial stability, and guarding against the pitfall of over-ambitious projections and underfunded priorities,” Prof Prasad said.
“The ministry is focusing on developing a detailed implementation plan with clear resource allocations.
“We urge all for effective co-ordination and collaboration between the Government and development partners to maximise resource allocation and utilisation.”
Prof Prasad pointed out that a ‘silo approach’ to resource management had historically hindered the effectiveness of program delivery.
He said the implementation process would be grounded in a results-oriented, transparent, and accountable framework, with robust monitoring and evaluation mechanisms.
The monitoring strategy will involve regular data collection to assess progress toward desired outcomes, with progress reports based on established timelines.
This will facilitate timely interventions when necessary.
“Therefore, Chapter 9 of the NDP lays out the implementation, monitoring and evaluation framework and the processes.
“State capacity and coordination are also crucial in ensuring an effective implementation and achieving the outcomes of the NDP.
“Government is committed to building and expanding capacity in the civil service towards policy planning and execution for the effective implementation and achieving NDP outcomes.”
