Austrian national Dr Marcus Brand appointed Chairman of TRC

Doctor Marcus Brand has been appointed the Chairman of the Truth and Reconciliation Commission.

He is from Austria and has served in international positions for more than 25 years working with the United Nations, the Organisation for Security and Cooperation in Europe, the European Union.

Dr Brand has lived and worked in Europe, South and Southeast Asia and the United States.

The Truth and Reconciliation website states from 2020 to 2024, he led the Myanmar Programme of the International Institute for Democracy and Electoral Assistance.

From 2015 to 2020, Dr. Brand led the United Nations Development Programme’s work on democratic governance reform in Ukraine.

In 2014, he led a UNDP democratic governance assessment in Fiji that examined legal-institutional aspects as well as social cohesion and development challenges and historical legacies.

“His work experience includes transitional justice processes, accountability mechanisms, dialogue and negotiation support, as well as documentation and memory work on historical injustice,” states the TRC.

Dr. Brand currently serves as a Global Goodwill Ambassador for the Korea Democracy Foundation.

He has a doctoral degree in international and constitutional law from the University of Vienna, a masters degree in human rights law from the European University Institute in Fiesole, and a diploma in international relations from the Johns Hopkins University’s School of Advanced International Studies in Bologna.

He has authored and published several articles, book chapters, and studies on constitutional change, international conflict, and sustainable development.
