Tribunal finds nepotism, abuse of office by Corrections Commissioner Dr Nakarawa

The appointment of Fiji Corrections Service Commissioner Dr Jalesi Nakarawa has been terminated following findings of misconduct by a Tribunal convened by the Constitutional Offices Commission (COC).

In a media release issued today, the COC said complaints were received in early 2025 alleging nepotism, abuse of office and improper handling of funds by Dr Nakarawa.

The commission established a Tribunal in April 2025, made up of three High Court judges, to investigate the allegations and advise the President on whether Dr Nakarawa should remain in office.

During the inquiry, more than 40 witnesses were called and numerous documents were examined. Dr Nakarawa was also given the opportunity to respond to the allegations and was represented by legal counsel during the proceedings.

One set of complaints related to the recruitment of Dr Nakarawa’s wife and stepsons, which allegedly bypassed established procedures. The Tribunal heard claims that a position had been advertised specifically to match his wife’s qualifications, contrary to medical advice and existing government policy.

Another group of complaints involved abuse of office, including claims that some Fiji Corrections Service staff were demoted or dismissed without proper notice or the opportunity to respond.

The Tribunal also examined allegations that funds were approved for personal use.

Following its investigation, the Tribunal found the nepotism and abuse of office allegations to be substantiated, concluding that Dr Nakarawa’s actions demonstrated poor leadership and misconduct that undermined public confidence in the Fiji Corrections Service.

In its report to the President, the Tribunal recommended that Dr Nakarawa be removed from his role.

The Office of the President subsequently issued a letter terminating his appointment on February 26, 2026.

The position of Corrections Commissioner is now vacant, with Mr Auta Moceisuva currently serving as Acting Commissioner.
