Permanent Secretary Shiri Gounder – MINISTRY OF FINANCE

The Ministry of Finance has announced Permanent Secretary Shiri Gounder has been appointed for a second term.

Finance Minister Esrom Immanuel welcomed the Public Service Commission’s endorsement, saying Mr Gounder’s leadership has been instrumental in guiding Fiji through the COVID-19 pandemic, the post-pandemic recovery period, and key public financial management reforms.

The Ministry states Mr Gounder has overseen critical national functions such as budget formulation, macroeconomic and monetary policy, development planning, debt management, taxation, customs policy, financial reporting, and government audit processes.

His service on major government boards—including the Reserve Bank of Fiji, FNPF, FRCS, Energy Fiji Limited, Fiji Airways, the Unit Trust of Fiji and the USP Council—has strengthened his experience in complex commercial and investment decision-making, said the Ministry.

Mr Gounder holds a Master’s in International and Development Economics from the Australian National University, and qualifications in accounting and economics from USP.
