The Fijian Government is encouraging people to build stronger homes so they will be less likely to be damaged by cyclones.
Obviously that is a good idea.
I’ve read articles on building homes from shipping containers. The containers are extremely strong and able to stand very high winds.
Some of the homes built from them are very attractive and, if built from two or more containers fastened together, can be adequately spacious.
There are ways to insulate them to keep them from becoming too hot.
However, there could be a problem in Fiji because people like homes to be well fenestrated and an excessive number of windows could excessively weaken the structure.
A google search on “shipping container homes” will provide considerable information and show numerous designs and pictures.
Whether container homes would be widely accepted in Fiji I don’t know, but I think that they should be considered.
