Public Accounts Committee has stressed the urgent need to modernise the government’s outdated Oracle-based land lease system.
Chairman Manoa Kamikamica presented a review report on the system in Parliament this morning.
“A modern, secure, and efficient platform will ensure accurate and timely data entry, reliable processing and reporting, secure data storage and retrieval, and compliance with IT best practices and security standards,” Kamikamica told Parliament.
He outlined key recommendations for the overhaul, saying,
“We need to initiate a full system replacement with a modern, integrated solution.”
“This should be complemented by cross-functional stakeholder consultations to ensure the new system meets both operational and strategic needs, robust training and change management programs to support staff during the transition, and ongoing monitoring and audit mechanisms to maintain system integrity and performance.”
He noted that while the report highlighted critical deficiencies, it also presents opportunities for reform.
“This report underscores key weaknesses in the land lease system, but it also represents a clear opportunity for transformation. By acting decisively, the ministry can build a system that reflects its commitment to excellence, supports national development, and delivers reliable service to the people.”
