Prime Minister Sitiveni Rabuka announced today in Parliament the establishment of a Whole-of-Government Monitoring, Evaluation, and Learning (MEL) Unit under the Office of the Prime Minister.
He said Cabinet approved this on June 3 2025.
The initiative responds to growing public demand for accountability and measurable results in governance, he said.
Mr Rabuka emphasized that the unit will operationalize priorities outlined in the National Development Plan (2025–2029) and Vision 2050, acting as a practical tool to track progress, improve service delivery, and ensure transparency.
“This ensures policies deliver real impact and empower citizens,” Rabuka stated, noting that the MEL framework will monitor not only resource allocation but also outcomes and impacts, ensuring every dollar spent delivers public value.
The unit will align all permanent secretary contracts with National Development Plan targets, requiring ministries to synchronize their strategic plans, budgets, and reports accordingly.
Led by the Prime Minister’s Office in coordination with the Ministry of Finance, the MEL Unit will provide real-time updates through a national performance dashboard, enabling timely Cabinet oversight.
Mr Rabuka described the unit as the “nerve center” of government, harmonizing monitoring efforts across ministries to eliminate duplication and strengthen accountability.
