‘No new players’ | MP: No new e-ticketing providers for now

The Government has ruled out opening public transport e-ticketing to new providers for now, saying its priority is to stabilise and improve the current system to ensure reliable service for commuters nationwide.

Minister for Policing and Communications Ioane Naivalurua said the e-ticketing contract was awarded to Vodafone Fiji Ltd following a competitive tender process.

“The Government wishes to clarify that the selection of the current e-ticketing service provider was undertaken through a competitive tender process in accordance with Government procurement requirements,” the minister told The Fiji Times.

“For the current cycle, a competitive tender process was followed, and Vodafone Fiji Ltd was selected through this process.”

He said the new iteration of the e-ticketing system being rolled out includes additional mechanisms designed to improve access, convenience and efficiency for users.

“Under the new iteration of the e-ticketing system currently being rolled out, Government has also required the introduction of additional mechanisms to complement the traditional physical top-up agents.

“These include a dedicated mobile application with top-up and redemption capabilities, QR Pay functionality, and the use of scheme cards.”

Vodafone was directed to partner with stakeholders to expand access in rural and underserved communities.

“In addition, the minister has directed Vodafone to work closely with key stakeholders, including the ministry and relevant community representatives, to identify villages and communities that currently do not have access to top-up agents.

“In such areas, alternative app-based agent models will be explored, including enabling trained community members to act as agents.”

He said the approach is intended to expand coverage while creating income-earning opportunities for unemployed community members.

Mr Naivalurua said ensuring an efficient e-ticketing system for public transport remains a Government priority.

“The Government remains committed to ensuring that public transport e-ticketing services are efficient, inclusive and deliver value for money.

“Future participation by additional providers will be considered through established procurement processes at the appropriate time.

“At this stage, the Government’s priority remains the successful rollout, stabilisation, and optimisation of the current e-ticketing system to ensure reliable and efficient service delivery for commuters nationwide.”

In a report published last month, the minister had signalled a potential overhaul of the e-ticketing system, moving to end Vodafone’s exclusivity by allowing other service providers into the market.
