The Maritime Safety Authority of Fiji (MSAF) has strongly refuted claims made by George Goundar, managing director of Goundar Shipping during his submission to the Standing Committee on Economic Affairs regarding the Employment Relations (Amendment) Bill.
Mr Goundar alleged that in 2024, MSAF issued clearance for an intoxicated captain to operate a vessel from Ellington Wharf in Rakiraki.
In response, MSAF categorically denied the claim, stating that the Authority ensures vessels operate strictly under safe and regulated conditions.
“All crew members are required to meet fitness-for-duty standards, and no clearance is issued contrary to these regulations,” the Authority said.
Mr Goundar also raised concerns about the quality of seafarer training and certification.
However, MSAF maintained that all certifications are issued in full compliance with international standards and regulations.
“The Authority’s certification process ensures that all seafarers are fully qualified and competent,” the statement read.
MSAF reaffirmed its commitment to upholding the highest standards of maritime safety and said it would continue to enforce regulations to ensure the safety of vessels, crew and passengers throughout Fiji’s waters.
