The Ministry of Civil Service has reinforced its directive that all study leave applications in the Fijian Civil Service must now be reviewed by the Ministry before they are approved.
In a circular dated July 25, 2025, then Permanent Secretary for Civil Service Amenatave Yauvoli stated that this move aims to ensure full compliance with the government’s Learning and Development Guideline, particularly provisions under Section 6 which governs scholarships and study leave.
“This Circular serves to reaffirm the application of the Learning and Development Guideline, particularly concerning provisions related to Study Leave across the Fijian Civil Service,” Mr Yauvoli stated.
Under the new directive, ministries and departments must submit all requests for study leave, whether leave without pay, partial pay, or full pay, to the Ministry of Civil Service for review and advisory prior to approval.
The guideline is intended to support long-term academic development for civil servants, ensuring training aligns with ministry-specific and national priority skills.
“This investment in human capital is critical to strengthening institutional capability and enhancing service delivery outcomes.”
Permanent Secretaries have also been directed to strictly adhere to Section 6 of the guideline and to ensure the circular is widely shared within their ministries and departments.
