Minister clarifies responsibilities

MUNICIPAL councils do not earn anything from issuing tickets and notices on behalf of other agencies, says Local Government Minister Maciu Nalumisa.

He said fines and penalties are paid to the agencies instead of the council officers who do the groundwork.

Mr Nalumisa said the ministry is working on amending legislation to change the current practice.

“There is a need to amend our policy to align with new developments and processes, even in the area of monitoring the way we do things like traffic management in towns and cities.

“Some of these councils have enforcement officers. They only go and issue tickets.”

He said the Land Transport Authority receives the penalty fee for tickets issued by council workers for infringements within council boundaries.

“When they go and issue a ticket, the LTA has authority over this but when it comes to the payment of fines, it goes to LTA, but the actual monitoring and manpower cost is borne by the council.

“And the issuing of permits and base letters is done by the council.”

Mr Nalumisa said the ministry has engaged stakeholders such as the LTA to amend these policies.

“We are engaging our stakeholders to assist the municipalities in carrying out their mandated responsibilities in a more effective and efficient manner.”
