Government calls for bids to complete Lautoka swimming pool project

The Government of Fiji has officially opened tenders for the completion of the Lautoka swimming pool, issuing a tender through the Fiji Procurement Office.

In a public notice dated 25 November 2025, the Ministry of Finance confirmed that competitive bidding is now underway, inviting submissions from all eligible local and overseas contractors.

The project falls under the Ministry of Local Government.

The Ministry highlighted that all bidders must strictly follow government procurement procedures and ensure full compliance with the detailed conditions outlined in the tender package.

These include technical specifications, contract terms, and submission requirements.

The Auditor General found in December last year the Lautoka City Council (LCC) swimming pool project was not properly planned and managed, adding the LCC paid the principal consultant $289,542 before the signing of a contract.

In its report on municipal councils tabled in Parliament, the Auditor General said the council should ensure capital works projects were properly planned and managed, contractual agreements properly drawn up and signed before the project commenced, and costs relating to the swimming pool project properly and accurately recorded.

“We verified a sample of transactions relating to the swimming pool project, totalling $1,452,213VEP,” the audit said.

“However, the total additions for the swimming pool recorded in the Fixed Assets Schedule and included in the financial statements was only $540,518.

“The agreement with the Principal Consultant was signed on December 18, 2017. Though, the Principal Consultant was engaged by the Council from 2016, and payments totalling $289,542 for the period December 2016 to July 2017 were made before the signing of the agreement.”

The Auditor General found the contract with the Principal Consultant reviewed during the audit did not contain clauses on delay damages.
