The Fiji Roads Authority is developing a new Code of Practice to better regulate road excavations carried out by utility providers, including the Water Authority and Telecommunications Fiji Ltd.
The matter was raised in Parliament when Opposition MP Virendra Lal questioned why “certain entities like TFL and WAF are allowed to dig up perfectly good roads to carry out their projects or maintenance work”.
Public Works Minister Ro Filipe Tuisawau said while the work was necessary to lay or repair pipes and cables, the FRA regulates such activities through a permit system.
“Before they do it, they need to apply and submit designs and plans which are carefully reviewed and approved by FRA,” he said.
“After the works are completed, the utilities are required to reinstate the roads according to FRA specifications.”
Ro Filipe admitted compliance is not always met.
“At times, it does not happen. So, this non-conformance is an issue which FRA and those who are working on the roads are working closely to ensure that this is not prolonged.”
The minister said the new Code of Practice would address outdated utility sketches, liability for damage, and depth standards for laying pipes and cables.
He pointed to a major incident in Tamavua when drilling punctured a water main due to inaccurate records.
Ro Filipe assured the MPs the Government was working with all stakeholders to better coordinate utility works before major road repairs.
