Four-year contracts for Permanent Secretaries under new reform plan

Prime Minister Sitiveni Rabuka has urged all civil servants to serve with “honour, diligence, and discipline” as Government prepares to roll out sweeping reforms across the public sector.

Speaking during the 2025-2026 Budget debate in Parliament yesterday, Mr Rabuka said Fijians deserved a civil service “that works and works well.”

From August 1, all civil servants will receive a 3 per cent pay rise, injecting over $30 million into households nationwide. The increase is designed to cushion the rising cost of living and set a new benchmark for the national minimum wage.

“For permanent secretary (PS) positions, the Public Service Commission (PSC) is also strengthening its retention of competent, hardworking PSs,” Mr Rabuka said.

“With the recommendation of the PSC, we have agreed that all PSs be placed on initial four-year contract subject to extensions and or renewals based on good performance and achievement of KPIs.”

He said the reforms were not cosmetic.

“We are launching a full-scale transformation of how the civil service operates – to raise professional standards, restore morale, improve work ethics and enforce accountability.”

“The mission is clear, a modern, capable, responsive, and resilient civil service that serves all Fijians, fairly, efficiently, and with pride for the long term.

“With every reward, must come responsibility.”
