Civil service functional review to roll out soon

A nationwide Functional Review of the Civil Service is set to take place this year following Cabinet approval in October 2025.

In a circular, Permanent Secretary for Civil Service Pita Tagicakirewa confirmed that Cabinet Decision 342/2025 endorsed the review, which is aligned with the National Development Plan 2025–2029 and Vision 2050.

“The Functional Review is intended to deliver evidence-based recommendations that improve efficiency, effectiveness, accountability and fiscal discipline, while aligning functions with Fiji’s national priorities and Cabinet’s reform agenda,” Mr Tagicakirewa stated.

He said the review will ultimately cover all ministries, with preparations already underway in consultation with the Public Service Commission and other relevant offices.

According to the circular, key challenges identified in the National Development Plan include the size and cost of the public service, shortages of skilled workers, and the need to streamline and decentralise services while expanding online service delivery.

The first stage of the review involves appointing a technical team, developing a conceptual framework and engaging ministries to gather data and information.

“The preparatory stage which commenced in January is targeted for completion by the end of April,” Mr Tagicakirewa said.

The conceptual approach will be submitted to the Prime Minister and Minister for the Civil Service for consideration and support once finalised.

An initial consultation with Permanent Secretaries will take place at the upcoming Permanent Secretaries Forum at the Fiji Learning Institute for the Public Service in Nasese. The session will be led by Mr Mosese Sikivou, who was appointed in mid-January to head the Functional Review.

Mr Tagicakirewa has called on all ministries to support the process.

“We seek your support for the conduct of the Functional Review and request the identification of a focal point within the senior management team of your Ministry to work closely with Mr Sikivou and the review team,” he said.

A separate briefing for designated focal points will be organised, with further details on specific requirements to be shared in due course.
