Could the same pothole gang be redeployed to complete the task?

Drivers have been driving their vehicles in a zigzag manner trying to avoid these potholes.

Soon an accident could happen whereby they could be partly blamed for not maintaining the roads properly. On the other hand if vehicle owners can maintain their vehicle fitness annually, I see no difference why the relevant authorities cannot maintain our roads.
