Why is the jaywalking issue prominent in the North?

We have jaywalkers galore here. It’s so bad that cars give way to the jaywalker, and when a person crosses and you approach them in your vehicle, they scowl at you.

There was this one time when I stopped and said to the jaywalker, “Lucky ga you got wheel tax”.

The jaywalker simply scowled and swore!

Give me a licence to run over jaywalkers please.
