Fiji’s booming digital finance industry has hit a new milestone, with M-PAiSA processing over $6 billion in transactions in the past year, according to the Amalgamated Telecom Holdings (ATH) Group’s Annual Report for the financial year ending 30 June 2025.

To meet new regulatory requirements and position itself for further growth, Vodafone Fiji Limited established a new subsidiary, Digital Financial Services Pte Limited (DFS), to manage its digital finance operations.

“This structural move reduces regulatory risk for Vodafone Fiji and allows DFS to pursue new opportunities in the digital finance space,” the report stated.

Launched in June 2010, M-PAiSA has evolved into a key pillar of Vodafone Fiji’s operations and a critical enabler of financial inclusion in Fiji.

The ATH annual report states over the past 15 years, the mobile money platform has played a transformative role in Fiji’s financial services sector, facilitating billions of dollars in transactions annually.

“M-PAiSA has become a cornerstone of our service portfolio, delivering inclusive and innovative digital financial services to a wide cross-section of Fijians,” ATH noted in its report.

With the introduction of the National Payment System Act 2021, M-PAiSA was formally licensed by the Reserve Bank of Fiji (RBF) as a Payment Service Provider (PSP).

A key requirement under the Act was that Vodafone operate M-PAiSA as a separate legal entity, under full supervisory oversight by the central bank.

ATH states the establishment of Digital Financial Services Pte Limited is in line with this requirement and marks a significant step in aligning Vodafone’s digital finance operations with international regulatory standards.
