A senior police officer is under investigation over his alleged involvement in endorsing a new set of traditional laws in the Qoibau district in Labasa, sparking national debate over culture, authority, and rights.

Police confirmed in a statement that Commissioner Rusiate Tudravu has directed an official investigation into the matter.

The probe follows mounting public scrutiny surrounding newly introduced regulations within the vanua of Qoibau, where leaders had moved to enforce stricter controls on community behaviour.

Among the most controversial measures is a ban on women consuming kava, a decision reached during a district meeting held at Nakorowiri Village last month. The rule forms part of a broader written code — known locally as lawa ni Qoibau — which will apply across all villages in the district.

Traditional leaders have defended the move, saying the laws are grounded in respect, discipline, and the preservation of cultural values. However, the gender-specific restriction is expected to fuel debate, particularly among advocates of equality and human rights.

The new code also outlines tighter regulations on alcohol consumption, noise levels, dress standards, and kava use, as part of a wider push to reinforce traditional authority and social order within the vanua.

Police have not disclosed further details about the officer’s role, but the investigation is ongoing.
