J-PRISM3 in Fiji

Bula, my name is Yusuke Ishiguro, I am a J-PRISM3 expert based in Suva, assisting with Japan’s long-standing cooperation with Fiji in solid waste management. J-PRISM3, covering 2023–2028, is the third phase of a regional JICA project promoting the 3Rs — (Reduce, Reuse, Recycle-and “Return,”) which focuses on returning valuable (recyclable) materials to manufacturing countries.

This approach reflects the unique challenges of Pacific Island nations, where limited land and geographic isolation hinder proper waste management.

My primary responsibilities include promoting composting initiatives and the Clean School Program (CSP), an environmental education initiative paused during COVID-19. Composting is encouraged because organic waste consists a significant portion of Fiji’s waste composition; turning it into compost contributes to the circular economy while reducing pressure on landfills.

A workshop on the CSP was held just on February 17. It provided a valuable opportunity for all the Council officials to share a common understanding and learn mutually.

Fiji faces multi-layered waste challenges comparable to those Japan required more than 40 years to overcome. The environment is the foundation for sustaining society and the economy.

With this perspective, I believe J-PRISM3 is part of a long-term effort to improve Fiji’s waste management frameworks. Therefore, collaborative action, community engagement, and evidence-based practice remain key to achieving sustainable change.
