Government has announced a comprehensive Functional Review of the Civil Service aimed at improving its effectiveness, efficiency, and alignment with the nation’s long-term development goals.
The initiative, endorsed by Cabinet, will examine the structure, operations, and performance of government ministries and departments to ensure that public services are delivered more efficiently and responsively.
According to a government tender, the review seeks to address critical challenges such as workforce optimization, capacity constraints, and the integration of digital technologies into government processes.
An independent Review Committee will be established to oversee the process, comprising both national and international experts. The committee will be led by a Team Leader or Chairperson, who will guide the review and ensure it aligns with international best practices.
The Fijian Government has also confirmed that it will collaborate with the Australian Government during the initial phases to draw on its experience and technical expertise. Larger ministries will be prioritized first to ensure maximum impact.
Public consultations will form a key part of the process to ensure transparency and inclusivity, allowing citizens and civil servants to share feedback on how the Civil Service can better serve the nation.
“This review is a significant step towards achieving a high-performing Civil Service that delivers quality public services and supports the nation’s strategic goals,” the government tender said.
The review will assess workforce size, evaluate functions across ministries, and streamline activities to improve efficiency. The committee will also develop a phased implementation strategy for the proposed reforms.
Ultimately, the Government says the Functional Review will lay the foundation for a more modern, transparent, and accountable public service in Fiji.
