Fiji and Japan have formalised a new bilateral cooperation with the signing of a Memorandum of Cooperation (MOC) aimed at strengthening justice sector collaboration.

The agreement was signed on Thursday Minister for Justice and Acting Attorney-General Siromi Turaga and Japan’s Minister for Justice Keisuke Suzuki at the Ministry of Justice Headquarters in Tokyo.

The MOC lays the foundation for a comprehensive partnership focused on good governance, human rights, and the rule of law.

It provides a structured framework for technical cooperation, capacity-building, and institutional reform across Fiji’s justice system.

“This agreement represents a lasting partnership,” said Minister Turaga.

“Together, we are advancing a justice system that is transparent, inclusive, and responsive to the needs of all Fijians.”

Key areas of collaboration under the MOC include modernising correctional facilities and introducing rehabilitation-focused approaches, providing training and exchange opportunities for judges, prosecutors, corrections officers, and election officials and enhancing accountability and strengthening integrity systems in public institutions.

During their visit, the Fijian delegation was also introduced to Japan’s local government election system, which features digitised processes and high operational efficiency.
