LAVINIA Rokoika has more than 20 years of experience in practicing law. She is the founder of Rokoika Law P.C — a law firm based in Rarotonga, Cook Islands which offers a range of legal services, including corporate law, real estate and intellectual property.

The firm is a member of the Pacific Legal Network.

Public Sector Experience in Fiji and the Cook Islands: Before founding her law firm, Ms Rokoika had over two decades of legal experience in both the public and private sectors in Fiji and the Cook Islands. Her roles included legislative drafting and ensuring statutory compliance.

Chair of the iTaukei Lands and Fisheries Commission Review Team: In September 2024, Ms Rokoika was appointed to lead the review of the iTaukei Lands and Fisheries Commission. Her team conducted extensive consultations across Fiji’s 14 provinces. The review culminated in the submission of the Draft Native Lands and Fisheries Commission Bill 2025 and a Constitutional Amendment Bill to the Ministry for iTaukei Affairs in January 2025.

Legal Representation in High-Profile Cases: Ms Rokoika has represented clients in various legal matters, including criminal and civil cases. Notably, she defended former Minister for Fisheries, Kalaveti Ravu, in an abuse of office case, where both Ravu and his co-accused were acquitted.

Educational Background and Professional Affiliations: Ms Rokoika is an alumna of the University of the South Pacific, Emalus Campus, and Jiangsu University in China. She is a member of the Aviation Lawyers Association of Australia and New Zealand and has previously served as the secretary of the Cook Islands Law Society from 2020 to January 2023.

Ms Rokoika has extensive experience as a litigator, navigating both civil and criminal cases. She is also a skilled architect of legislation and judicial settlement conferences.

Apart from her service in both the public and private sectors of Fiji and the Cook Islands, she also has experience working in China’s private sector.

She was instrumental in shaping significant laws including Fiji’s Air Navigation Regulations and the Cook Islands’ Transport and Public Health Laws.

She has had practical experience with the International Civil Aviation Organisation (ICAO).

She has participated in exhilarating pursuits like non-stop 500 km cycling in Jiangu Province in China, competitive amateur boxing, 14,000 ft skydiving, and bungee jumping.

She is a past member of Fiji Law Society, and is dedicated to volunteer work with the Cook Islands Red Cross, the Fiji Red Cross Society and YWAM Cook Islands.
