Surcharge irrecoverable amount policy implemented

The Ministry of Economy has implemented a Surcharge Irrecoverable Amount Policy across the Government.

In a circular to all government departments, acting Economy Ministry permanent secretary Shiri Gounder said over the years, irrecoverable surcharge amounts had continued to accumulate because full recovery was not made by ministries and departments.

“This policy will guide accounting heads to ensure full recovery of amounts owed by surcharged officer(s) in a timely manner,” he said.

Mr Gounder said surcharge must be imposed on an officer who was directly or indirectly responsible for expenditure which had not been properly authorised in accordance with the law.

He said surcharge would also be done “for destruction, damage, theft or other loss of property and for the loss of money, including public money, other money, and trust money.”

The policy came into effect on September 1.
