No restrictions on Kean, Qiliho

Attorney-General Siromi Turaga says suspended officials Francis Kean and Sitiveni Qiliho do not have any travel restrictions on them, adding “they are free to leave”.

He said this in response to questions regarding the status of both individuals as they await a tribunal hearing.

Mr Turaga said a stop departure was only issued in specific circumstances – either in the case of a police investigation or through the Fiji Independent Commission Against Corruption (FICAC) and Fiji Revenue and Customs Service (FRCS).

“The stop departure is only being issued if there is a police investigation, police do not have that power,” he said.

“The only two agencies in Fiji that can issue stop departure is FICAC and the FRCS if it’s a tax matter, yes.

“Alternatively, for criminal matters, once a person is charged, one of the bail conditions the prosecution will insist before bail is granted is for a stop departure or passport to be confiscated and left in the registry.

“So whenever they want to leave the country, they have to make an application before the court date or on the court date.”
