Lautoka Council proposes major PPP development on Coronation Park land

The Lautoka City Council has announced a significant public-private partnership to develop a prime piece of city land, a move that will require the rezoning of a currently protected park space and is set to transform a section of Tavewa Avenue.

In a public notice, the Council revealed it has resolved to partner with Challenge Engineering Pte Ltd to develop Lots 4 & 5 on ND 3747, land currently occupied by the Coronation Park.

Coronation Park is located near Tappoo City and Churchil Park.

The project will proceed under a “Build, Own, Operate, and Transfer” (BOOT) model.

The development, as per concept drawings by Maisuria Designs Pte Ltd, envisions a three-storey building with mixed usage.

Plans indicate commercial tenancy spaces and a hotel reception on the ground floor, with hotel accommodation occupying the first and second floors.

The proposal also includes upgrades to the remaining areas of the existing Coronation Park.

The land is currently zoned as ‘Civic Zone’ and is held by the Council under a lease for the specific purpose of “Open Space — Park.”

To proceed, the Council will need to secure a change in the city’s zoning laws.

In an effort to introduce the project and gauge public sentiment, the Council has called for a stakeholder consultation meeting.

The Chairperson for the Board of Special Administrators, Taitusi Rasoki Kata, endorsed the invitation, stating the Council’s commitment to public consultation on the matter.

The meeting is scheduled for Thursday, October 23, 2025, at 10.00 am in the Lautoka City Council Chambers.
