Books to drive smarter planning

The Government has produced about 50 Implementation Books to improve coordination across ministries and strengthen accountability in national development planning.

Assistant Minister Esrom Emmanuel said the books represented a new approach that integrated planning, budgeting, and evaluation in a single system.

“The introduction of the Implementation Books has effectively bridged the gap in policy implementation and coordination, which never existed before,” he said.

He said the books were being used by ministries to align their strategic and operational plans with the National Development Plan (NDP).

“Concerted efforts were made to strengthen the linkage and synergistic relationship between the National Development Plan and each Ministry’s Strategic Development Plans and Operational Plans.”

Mr Emmanuel said the Government would use the data compiled through these books to measure performance and identify where improvements were needed.

He said this marked the end of “business as usual” in Government.

“It is the responsibility of the Government to gauge our people’s response on whether the outputs and outcomes of these NDP policies and strategies have met, not met, or exceeded their expectations,” he said.

He said this new results-based approach ensured the Government was held accountable for real impacts on communities.
