Government pushes for data-driven development

Fiji is undergoing a major shift in how it conducts development planning, with new systems designed to better link national goals with the operational plans of individual ministries.

Assistant Minister Esrom Emmanuel said the move marked a significant departure from past practices where planning and implementation were disconnected.

“For the first time in Fiji’s development history, we are changing how development planning is conducted in our country,” he said.

He said over the past 12 months, “concerted efforts were made to strengthen the linkage and synergistic relationship between the National Development Plan and each Ministry’s Strategic Development Plans and Operational Plans”.

He said the introduction of “Implementation Books” had been key to bridging coordination gaps between policy design and delivery. Mr Emmanuel said this new approach would ensure ministries work towards measurable results and remain accountable for progress.

“It is the responsibility of the Government to prove the impact of policy interventions on our people.”

He added the Government’s focus was now on producing “precise, measurable, and realistic data” to track development outcomes and guide decision-making at all levels.
